Yantai's Huang-Bohai Sea New Area is emerging as a new center for innovation, advanced industry, and international talent. The civic landmark on a strategic waterfront site connects the district’s economic ambitions with everyday public life.

Inspired by Yantai's enduring relationship with the sea, the design reconnects the emerging district with its waterfront through a new civic destination. Four sculptural volumes respond to key urban axes, frame panoramic views, and guide visitors toward a light-filled central atrium. Expansive glazing and sea-facing library spaces bring the waterfront into everyday life, while flexible public areas support exhibition, learning, and gathering. Together, these elements create an open and engaging landmark that connects Yantai’s industrial heritage with its vision for a more innovative and connected future.

From brief to build, every design decision grew from a close reading of the site, its urban context, and Yantai's enduring relationship with the sea.

The process began with a fundamental question: how could one building establish an identity for an emerging district? The team's analysis of the island site revealed its potential as a highly visible civic anchor, at the terminus of Bajiao Bay's primary urban axis with panoramic connections to the waterfront. Through successive iterations, building volumes, sightlines, pedestrian routes, and public spaces were carefully aligned to strengthen these connections — transforming the site's strategic location into a landmark that links the district's economic ambitions with its coastal setting.
